The narrative spans events before and between the two main titles, with players assuming the role of a first-wave agent responding to the collapse of New York City.

The game takes place in a shared open-world version of New York City, where players explore urban environments, complete missions, and engage in activities. Gameplay can be experienced solo or cooperatively, and it emphasizes tactical movement and cover-based combat. Players advance through a storyline while restoring order to the city and confronting multiple hostile factions, including groups such as the Cleaners and the Rikers, each with distinct motivations and combat styles.
