The FBI case of the mysterious happenings in Scoggins was officially closed after the ending of Nelson Tethers: Puzzle Agent - the eraser factory is back in business, but the foreman is still missing. But this is not satisfactory for the investigating agent Nelson Tethers, and so he decides to return to Scoggins during his vacation time. But progress is hindered by unwelcoming townsfolk and new mysteries...
The gameplay is virtually unchanged compared to the predecessor: Tethers investigates the town and conducts short interviews with its residents. Then he regularly has to solve logic puzzles to progress the story, e.g. by completing a number sequence or deducting the hotel room occupancy by interpreting given clues ("person x has a room above person y" and so on). If a puzzle proves to be too difficult, he can activate up to three hints per puzzle - the first being a subtle pointer and the third explicit. But this is not free, he has to chew gum (which has to be collected from the background) for every hint. Game progression is linear, but there are optional puzzles along the way. Puzzle Agent 2 features a point & click interface, but has no inventory based puzzles - in fact there is no inventory at all. All spots which Tethers can interact with are highlighted when clicking on the screen (this includes gum, but only covers a certain range around the click).
