The reason is that development requires more time than anyone at Ubisoft expected. They already had issues before as well, the director left and then returned, lots of layoffs, etc...

The project exists, but it’s moving very slowly and uncertainly.

As for Far Cry 7; they said development is going through hell and back. Ubisoft is of course working on the main Far Cry 7, which will be a multiplayer and extraction spin-off.
But that’s where the problem comes in. They keep changing ideas and aren’t sure what the game is supposed to be, and it’s possible they will completely redesign the traditional Far Cry gameplay. All of this is one of the worst signs in game development, because it means the project has no clear direction at all.

Ghost Recon, the next Ubisoft title after the Black Flag remake, is their ONLY HOPE!
The goal is for it to be released around 2026–2027. Internally, it’s seen as a glimmer of hope for the company.
Other projects definitely have cracks in them, but this one is their safe bet.

However, this isn’t just a couple of delays, it’s a bigger picture of what has been happening at Ubisoft for a long time.
For example, multiple projects are delayed, reportedly up to 7 games are delayed. Far Cry is completely losing its identity, Splinter Cell has been dragged out for years, and Ghost Recon is being pushed as the next big hit. Not to mention the layoffs, company restructuring, and focus on major franchises.

Ubisoft currently doesn’t have a stable pipeline at all and is struggling with the direction of their games. However, they are trying to recover with safe IPs.

So basically, a classic mid crisis for a AAA studio.
