Verdict Guilty: 유죄 평결 is a 2D one-on-one fighting game set in the city of Neo Seoul. The main theme is a struggle between cops and criminals. The player can choose one from eight characters, both heroes and villains. The game uses a three-button combat system. Each character has special moves and items, like handcuffs to disarm opponent for a while. The game has an arcade mode and a story mode. In the story mode characters need to complete special tasks, like defeating a opponent without using special moves. Each character has a non-playable counterpart.
