Leviathan: Warships is a turn-based naval strategy game where the player can build and customize his own fleet of warships. The game is primarily made for multiplayer skirmishes but there's also campaign missions for singleplayer and co-op play. The game features cross-platform play, meaning that a game started on PC can be carried on to a tablet. This also means players on different platforms can compete against each other.

The game's turn-based system consists of two phases: the planning phase and the outcome phase. In the planning phase each player decides the movements of each ships and manual targets for their weapons. Each weapon is controlled individually. Once the players have made their orders and committed the game moves on to the outcome phase, which is ten seconds long. There the players have no influence over the game and can only watch how the orders play out. For players that want a quicker game there is an option to add a time limit to each turn of the planning mode. There are multiple time limits to choose from thirty seconds up to a week.
