Dynasty Warriors 8: Empires is a single-player and multiplayer hack-and-slash strategy game with tactical and empire management elements. The game is set during the turbulent Three Kingdoms period of ancient China. Instead of following a fixed storyline, players take on the role of a general, ruler, or officer whose fate is shaped by choices and battlefield performance. Campaigns revolve around uniting the land under one banner, with the player free to join existing factions, form new kingdoms, or rise to power as an independent force.

The core gameplay retains the large-scale battles of the Dynasty Warriors series. Players select a character and engage in hack-and-slash combat against hundreds of enemy soldiers across sprawling maps. Each hero wields distinct weapons and Musou attacks, powerful abilities that clear groups of foes or heavily damage enemy officers. Objectives vary between capturing bases, defeating rival commanders, or defending allied strongholds, with the tide of battle influenced by player performance.

Between battles, empire management becomes the central system. Players issue commands on a monthly basis, including recruiting officers, forging alliances, developing cities, or initiating invasions. Officers under the player’s control can be assigned tasks to strengthen the kingdom, such as improving defenses or raising troop morale.

Progression occurs through Fame, which represents the reputation gained from actions both on and off the battlefield. Different Fame paths, such as Virtuous, Brave, or Evil, open unique abilities and influence the roles available. Officers can rise through ranks, eventually becoming rulers themselves if they seize enough power.

Diplomacy and political decisions shape alliances and rivalries, while customizable scenarios allow players to alter starting conditions. The Edit Mode lets players create original officers with personalized appearances, move sets, and story roles, who can then be integrated into campaigns. Multiplayer options support cooperative play, letting two players join forces to complete battles together.
