In Boulderton, a polluting plant being run by the mayor's nephew is affecting the poorer people. However a news story has been aired and a plot to silence those trying to expose the greed at the peak of the election campaign is about to unfold.

The player can choose to play as the fox journalist Thomas or the black panther undercover cop Bob. After choosing a character, the player must pick the character's class for specific abilities, spceialties, skill sets and traits. This is followed by a difficulty mode, which affects the oncoming challenges the player will face.

Most of the game will take place in the maximum security prison. There is much danger in the prison from hostile inmates and strict prison staff. To survive, the player will need to follow the prison schedule, avoid punishments, interact with NPCs, consume food, stock up on collectibles, earn credit, buy/sell/trade items, craft items, complete quests, and ulimately complete their main objective. Punishments (sometimes lethal) are delivered for disobeying orders, being caught with illegal items, and other offenses. Any action performed progresses minutes on the clock. Most encounters are chance-based, with success affected by the player's personal statistics. The player can also build up relationships and join any gang for bonuses and penalities. In the event of a combat encounter, the player will need to utilise equipment to have some chance of winning.
